Kharkiv approves budget for 2025 Today, on 3 December, at an extraordinary session, the Kharkiv City Council approved the draft budget of the Kharkiv City Territorial Community for 2025.

The total budget revenues of the city will amount to UAH 20.5 billion.

In particular, the draft decision took into account additional subsidies for the exercise of the powers of local governments (UAH 1.04 billion) and compensation for the loss of local budget revenues as a result of tax exemptions on land tax for space and aircraft construction entities provided by the state (310, 1 million UAH), subventions for emergency repair works in the housing and utilities sector (1 billion UAH) and the extension of the third line of the Kharkiv Metro (2.09 billion UAH), as well as assistance from foreign governments, international organisations and donor agencies (9.9 million UAH).

In 2025, personal income tax will remain the main source of revenue for the general budget fund. It will account for 55.2% or UAH 8.8 billion in the structure of budget revenues next year. In addition, local taxes and fees will amount to UAH 5.6 billion.

The expenditures of the draft budget of the Kharkiv city territorial community for 2025 are estimated at UAH 21.2 billion. In particular, about UAH 2 billion is allocated for the restoration of destroyed and damaged critical infrastructure in the housing and utilities sector, including:

- UAH 570.4 million for the reconstruction and repair of heat supply and sewage facilities damaged by shelling, as well as for the development of autonomous heating system infrastructure
- UAH 1.43 billion to restore the housing stock (including the purchase of materials). 

The largest share in the expenditure part of the general fund of the draft budget of the Kharkiv city territorial community (32%) is made up of social expenditures (UAH 5 billion). 

Thus, it is planned to allocate UAH 3.22 billion to the education sector. In particular, UAH 10.5 million will be allocated for the construction of protective structures on the territory of lyceums. 

UAH 4.1 billion is planned to be allocated to ensure the stable functioning of the healthcare sector, including UAH 3.55 billion from the state budget from the National Health Service of Ukraine.

UAH 691.9 million will be allocated for social protection and social security, UAH 752.9 million for culture and art, and UAH 244.4 million for physical education and sports. 

Expenditures on housing and utilities will amount to UAH 6.04 billion, road infrastructure - UAH 914.2 million, and transport infrastructure - UAH 4.95 billion.
